Parks To Suffer 50% Irrigation Cutback Plaque and Pennant for Little League Field

The Parks and Recreation Commission received a warning from Louren Kotow, the Public Works Director, that irrigation at Dixon’s public parks will be reduced by 50% for the next four weeks. While Kotow spoke of 3 main line repairs at Hall Park, this park will not be affected because it has its own well.  An unidentified source known only as the city of Dixon sent emails to residents asking for a voluntary reduction in water use of 50 to 75% due to maintenance issues at one of the city’s wells. The only substantive agenda item was a “further discussion regarding the approval of a Little League Commemorative Plaque placement at the Dixon Little League fields in Hall Park.”  The 8- to 10-year-old “All Stars” competed and won for the first time against teams in District 5, which is made up of teams from Vacaville, Rio Vista, Winters, Woodland, Davis, and Dixon.  There are two other groups of teams which have won four times in the past.

The proponents of placing the plaque included parents and coaches of this team.  One of the players also spoke with the coach holding the podium microphone.  There was definite support and congratulations from those on the commission.  When informed by an audience member that the commission would be violating the Brown Act if they did the vote to approve this as the commission desired, Louren Kotow told the group they could either postpone action for a month to have the vote properly placed on the agenda or they could do it by a minute action vote.

Consultation with a legal authority confirmed this is a violation of the Open Meeting Laws. A “cure and correct” action was filed today.  If the city does the right thing, the Dixon community will have another opportunity to go to city hall at the next parks and rec meeting and celebrate these children and their achievements
