We at the Dixon Informer are requesting interested Dixon residents and taxpayers to please apply to serve on the Citizens Bond Oversight Committee. The Oversight Committee’s function is to assure that bond funds approved in November of 2016 are being spent properly and wisely. The term is for a two year period.

We would like to point out that we haven’t seen articles in local newspapers advertising these openings or that the original CBOC members’ term has expired, but this is typical for the Dixon Unified School District (DUSD). The District wants to “hand pick” the committee members, just as they did to set up the initial committee, so no questions will be asked. We, as taxpayers, should be concerned as to how our money is spent.

For the last several years the District has violated the law, specifically the Education Code Section 15282 (a) which requires the CBOC to have at least 7 members!

Five of the seven members shall represent specific groups.
(1) One member shall be active in a business organization representing the business community.
(2) One member shall be active in a senior citizens’ organization.
(3) One member shall be active in a bona fide taxpayers’ organization.
(4) One member shall be the parent or guardian of a child enrolled in the school district.
(5) One member shall be both a parent or guardian of a child enrolled in the school district and active in a parent-teacher organization, such as the Parent Teacher Association or school site council.

The Solano County Taxpayers Association (SCTA) is the only organization that notifies DUSD of who will be representing their organization, but having only one independent representative on the CBOC will not and doesn’t help. What is needed are honest citizens willing to examine expenditures and independently come to the conclusion these expenditures weren’t waste.

Additionally, since the handpicked CBOC hasn’t issued “regular reports of its activities” they have violated Ed Code 15280(b) which states that “A report shall be issued at least once a year.” This CBOC, which was hand picked by the District in 2017, has only issued a report in 2018 and 2019. We are not aware of any other issued reports so their duty to report to the people who approved the bond has not been met.
