The Water Rate Advisory Committee meeting proved how statistics can be made to lie. Finance director Kate Zawadski presented only half of the staff report on the water system financials, that of the accounting balances in four separate funds, to illustrate the supposed dire financial condition of the city run water system.
Left out was the staff report on yearly revenues versus expenses which tells quite a different story depending on a person’s expertise in digesting this material. While Zawadski claims that the system had an “operational loss” in every year, the truth of the matter is depreciation, a non-cash expenditure which is an accounting tool for tax purposes and which does not reflect the true replacement cost of the assets involved, was the “expense” driving these losses.

Five teachers from Maine Prairie spoke to the Board of Trustees on Thursday night, September 7, 2023, during public comment to voice their displeasure stating such things as “we shouldn’t have to share with outsiders” and “I don’t like what I have heard about the Teen Center.”
One member of the public did respond, however, expressing the need for the Board to hear details as to how the Teen Center would be managed, what programs would be offered and, in response to one teacher’s remarks on expansion of programs, exactly what expansion ideas and plans were being offered by those in charge of Maine Prairie.

What is this major well maintenance issue, why isn’t it identified here, and why has the city not told you whether it was discussed at past water rate advisory …

The only substantive agenda item was a “further discussion regarding the approval of a Little League Commemorative Plaque placement at the Dixon Little League fields in Hall Park.” The 8- to 10-year-old “All Stars” competed and won for the first time against teams in District 5, which is made up of teams from Vacaville, Rio Vista, Winters, Woodland, Davis, and Dixon. There are two other groups of teams which have won four times in the past.

The Dixon City Council approved the second reading of an ordinance designed to eliminate sidewalk vendors within the city limits of Dixon. While it was pointed out that no ethnicity other than Hispanics would be affected, the council led by councilmen Thom Bogue and Don Hendershot again was in complete denial of this fact.
